The NFRMPO adopted performance measures during the 2040 RTP process. Most of the performance measures were incorporated into the 2050 RTP. While these are not required by FHWA or FTA, the NFRMPO Planning Council agreed to set targets for areas not identified by federal guidance. These targets are for 2050, beyond the four-year span of the RTPs.
The NFRMPO uses a three-tier grading system to measure progress: means the State or the NFRMPO region has achieved the target based on baseline data;
means the State or the NFRMPO is making progress and is trending in the proper direction or is close to achieving a target but has not yet; and
means the target has not been achieved and not enough progress has been made.
