NFRMPO has developed and periodically updates both a long-range plan and a short-range program for implementing transportation projects.  As a regional transportation and air quality planning organization, NFRMPO has the statutory responsibility to prepare both of these documents. 

Regional Transportation Plan (RTP)

The long-range plan, the North Front Range 2035 Regional Transportation Plan (RTP), is the foundation of the regional council's long-range planning activities, containing policies and programs that address the need and demand for regional transportation facilities and services.  The plan represents the views of its 15 member governments, and coordination with the Colorado Department of Transportation (CDOT), the Federal Highway Administration (FHWA), the Colorado Air Quality Control Commission (AQCC), the Federal Transit Administration (FTA) and the Environmental Protection Agency (EPA). 

Transportation Improvement Plan (TIP)

The North Front Range Transportation Improvement Program (TIP) is the short-range program that presents a six-year schedule of multi-modal projects which use federal, state, and local funds.  It identifies the nature of each project, the funding sources, the sponsoring entity and the schedule. 

Unified Planning Workplan (UPWP)

The purpose of this Unified Planning Work Program (UPWP) is to provide a transportation planning work program for the NFRMPO. This document contains an action plan that assigns responsibilities for tasks to the Metropolitan Planning Organization (MPO), its member governments, and to CDOT

 

Responsibility for carrying out the Continuing, Comprehensive, and Cooperative (3C) planning process rests jointly with the NFR MPO and CDOT, as described in the 2006 MOA between the two agencies.   The “3C” process in the NFRT & AQPC study area is designed to provide for centralized administration combined with maximum participation and direction from local governments.
